In realtà sarebbe più giusto considerare anche i prescritti, poichè anche loro colpevoli, ma salvati dai tempi di prescrizione. In Italia grazie alle leggi berlusconiane, e al totale disinteresse all'argomento del governo Prodi, almeno il 95% dei reati viene prescritto.
